In NY, when you get your permit and don't have your own car on the road, do you have to have your own insurance in order to have a permit?

My parents keep tryin to tell me that in order for me to get my permit that I need to have my own insurance even if I don't have a car on the road and I'm only going to be driving their vehicles with them until I get my license...
