When you turn it on that is the pump and the valve's are ajusting but when you look at the gages it will blink and FI light while the rpms go up and down then it should turn off.
As far as the RPM's not going over the 9grand im not sure.
Under the seat on the wire harness on the right side is a wire with an opening . Get a wire and put it in there make sure there is contact. Then after you turn it on ground the wire and it should spit out a code put down the code. it should be a series of blinks long or short write them down and post umm and ill tell you what it is. or when i get home ill just post a page of all the codes for you.

Re: 636 question
it is called a sub throttle sensor it changes output voltage depending on throttle position the ecu senses that voltage and determines fuel injection and ignition timing according to rpm's and throttle position.
with that being said you can go through and check the voltage and resistance on all of the connectors involved or your better bet is to try to find a set of throttle bodies off of ebay they shouldnt be too much more than 250 dollars or so. make sure you find one with that sensor. most sellers will let you return if you pay the shipping so you can risk it on ebay get the piece home and test it if doesnt work your out 25 dollars, if it does work you saved about 1300 from buying it through kawasaki.
