it might not be related to your problems (not sure if you have fuel getting to the carbs or not). But when i first got my f2 I was putting the fuel tank back on and I pinched one of the vent lines under the tank. The bike died 4 blocks away and it took me a good while to see what had happened. I reached under the tank (plastics were still off) and free'd the line. Check it.

What year is it???
What do you mean it wont turn over??? It wont start??
its cranking over trying to start but is backfireing through the exhaust, intake or both??
Why did you have all the plastics off??
How long has it been since it ran good?
How old is the gas???

Ok Check and replace the plugs for sure with NGK CR9EH-9's
Make sure you got a good charge on the Battery
Also check/clean the aribox before you put it back on, sometimes mice and squirrles like to make their homes in there especially in the winter
Do that and let us know what happens

Hey whats up I had a cbr F3 that did the same ****. I would almost guarentee it is your regulator rectifier. It is used to send the spark to your bike. Whats happening is the spark isn't firing all the time and the bike is getting loaded with fuel once it finally does spark. Bikebandit.com has some good prices on oem stuff or try ebay if you dont mind trustin people on there.
