how to set up an event?

how to set up an event?
me and some guys up here in idaho were wondering how do people go around setting up events..do they set up like carshows with a stunt expo? or hit up the local drag strip to see if they will let people stunt to wake up the crowd?..what kinda permits and etc do you have to get?..were all kinda curoius.. thanks for any info/input
