Looks to me like the people with the appropriate passwords are not doing their job and banning the IP address that the spammers are logging in with. ADMIN CP/SETTINGS/OPTIONS/USER BANNING OPTIONS

All new registration ips and email address are scanned against an external database already. However, there was a usergroup promotion in place bumping restricted users into the registered usergroup. I found this and deleted it this morning.
