I would powercoat..
With rocks and **** flying around while your riding you really are best off with some powdercoating.. im not sure if you can put clear coat on top of it.. but you could for some shine

if theyre powder coated now use airplane thinner to strip it off. then take 120 grit and go to town. if your fore arms dont hurt for days after you didnt do it good enough. anyways do 120. wipe them down with acetone. feel for rough spots or blimishes which theyll cause a nasty look in the pain and then thatll be the first spot to start chipping. if you find some hit it with 180 grit. if not hitthe whole rim with 1500 grit dry not wet. after that got to autozone or where ever and get paint adhesive (bulldog, or the wheel paint adhesive) i used the wheel adhesive but i have had good luck with bulldog too. get that, then the colors you want and then get the wheel paint clear coat. (it sprays on smoother and get a deeper shine without wet sanding) get back to your rims spray a good 3,4 coats of adhesive on it following the directions on the can, before the last coat dries your spray a light mist of color on it (thats the sticky coat thats makes for a good hold for you paint, then after that dries spray coat upon coat upon coat of color (for better hold and smoother wet sand it after the last coat of color with 2000 grit. after that clear coat in the same matter you put the color on. be sure you wait til its completely dry before you do another coat of clear cause if you spray it before it dries it takes longer to dry and wont stick as well, also it will turn yellow. after the last coat let it dry in a warm dry area for days. then mount them up. if you want more shine and want to take the time when it cures take 2000 grit and buff the rimes lightly, then youll take mothers medium grit rubbing compound and a 1400-2000 rpm buffer with a foam buffing pad to them. i didnt do that to min and mine are candy red and real shiny. ( i dont reccommend it cause its hard as hell to get a 7-8" buffer it the little corners and if you dont know what your doing youll burn the paint right off. anyways thats how i did mine and havent had a problem. any questions hit me up.
p.s.- take your time and dont get aggrivated it takes time to do it right. also if your doin designs tape the designs off before you do the adhesive then follow the steps all the way till the clear. take the tape off, tape the part you just painted after it full dries with 3m painters tape and the do all the steps over on the unpainted part when finished take all the tape off wet sand it or youll have high or low paint lines then clear the hell out of it... hope all that helps.

Re: what type of paint for my wheels??
if you blast them still take a good 400 grit an scuff them real good its what makes the paint really stick. If you want a nice shim Id get a dupont base an nason clear. nason clear is pretty cheap an easy to use only 3:1 two part mixing ratio clear number 947-00. or with less gloss but a lot more strengh and its ready to spray use a jamming clear. it dries really hard an is cured in a few hours.

Re: what type of paint for my wheels??
A couple cans of airplane thinner is all you need. Its strips paint or powder like its butter. When the guy was talkin bout dupont and nason yes thats out of a spray gun and i have t agree nason is some good stuff thats what i use on all the bikes i paint that or chromabase. Either way you go spray can or spray gun the directions i gave you are sure fire thing. Thats what i do on everybodys rims that i paint. I cant tell you anything bout sand blasting cause i havent used mine yet so...
