99 f4 troubleshooting

I just bought a 99 f4. The guy I bought it off of said the carbs needed to be cleaned I took it to someone and they said it wasn't that but didnt know what the problem is. It is bogging and has a hesitation in 1st gear once I get out of 1st gear everything is fine it is just starting out any ideas what the problem could be?

The manual Says:

Check pilow screw
if that doesnt work:
check leasking carb insulator
not that?
spark test?
Check ign timing

But i agree with Havok i think it is carb sync issue, but also check that your battery terminals are tight your choke is off and the filter is clean
