Artistic cycling people have skills, and i am sure that it takes a ton of time and dedication to master it. But it will never be as nuts as pro flatland. The current top pro flatland riders are putting 8 hours + practice time every day to stay competitive.
Main difference is the artistic cycle people have fixed gears, so its all just like riding a unicycle with handle bars. You don't see them doing any break less coasting stuff.
