found a pic of a technique used to remove the lower race. hope it helps someone

Pulling Lower Race

Lower Race Out (showing how the puller jaws engaged the race)

ya with a $100 tool

flat head screw driver + hammer = its out

Then use a socket that matches the size of the race, and either use a long bolt with a nut to "press" the new races in, or a hammer to drive the race in..

Thats exactly what honda told me to do! They said they use a hammer and socket!

yeah, your right. don't need a puller just heat the frame stem up a little with a prop torch and they tap right out. the race on the bottom of the steering stem is a little more difficult to get out. i used a dremel cut most of the way through the race and then LIGHTLY hit the slot(side to side)with a cold steel chisel till it broke loose. (careful not to mark up the stem).
