I had a honda 185 three wheeler back in the day. I forget wether it was a 1982 or 1985. On the levers right by the pivot point there was a little metal U that you could flick open and shut with your finger. When you pull the lever in the metal U would be able to fit in the gap and keep the lever in.
I'm sure you could grab an old one from an atv forum and make it fit or you could make your own with a drill bit and a grinder and a little piece of bent metal..... if you get how it would work without seeing one. It was nice being able to lock your brake on when you parked on a hill.
I'm no pro but that's my input.

Velcro srap would hold both the throttle locked and the brake at the same time or elastic band wrapped around a few times or tie a shoe lace or bubble gum, kb weld, get your buddy to hold it for you while you be gay. You really have to get creative.
