If the title is still tied up in a lein it's the same as stolen if someone sells it without paying it off & no way you can title that . Just a guess being as new as it is that might be the case. I see that alot people trying to sell bikes that are still financed.
You don't really have alot of options other then to buy a clear title frame and swap everything but that's not completely legit I wouldn't want to be caught doing it
Really need more info if that's not the case

no its not stolen, i got it off ebay, from out of state, its got clean clear vins, the bike is mint, i put alot money into it fixing it up, was flipped, but now back to new, only 100 miles on it when i got it, thanks

its a complicated process your going to have to go on yoru states website or call and get the specific details and most likly get a certified mechanic or dealership to do a 100 percent check on it and sign off to the state saying the bike safe. then its called a certified title or somethign and then you can street it. each state is dif but either way its one bitch of a process from waht I hear.

U better of riding with no plate rather than switching them. It might prevent u getting pulled over having a plate on there, but swapping out the plates is a felony, not a misdemeanor. Most cops will let it ride and give u a ticket or something, but if they want to be dicks they can charge you for it.
