Hot roll is just cheap steel, fabricators love it because its cheap so if you mess it up you arent out a bunch of money, and it still welds good, i have a machine shop and i hate working with it, just because the raw stock is always warped, not square, round or whatever you wanna call it. You can tell its hot roll cuz its got kinda like a scale on the outside.
Ti isnt terrible to work with if you have the right ****, wouldnt recomend going at it with an electric hand drill but if you keep it really cool its ok, low rpms and you'd be fine drilling it. it cuts a lot like 316 stainless or most tool steels.
Ti definatley doesnt weld to steel. My buddy gave me a titanium pipe he wanted shortend and i didnt even think to check what it was, i assumed it was stainless. It did burn, but it was just like trying to weld without gas, it was poppin and stuff and it didnt hold.

yeah forget about welding TI.. it is possible, just not easy.

1) CARBIDE BIT - $25
2) CUTTING OIL - $5
3) TAP - $20
USE A DRILL PRESS AND GO SLOW
ITS REALLY NOT BAD... I HAVE TONS OF PLATES HERE DRILLED AND TAPPED FOR $80
