That could be any typical squid across the land. the only thing that makes him slightly different is that he has a 636 and not a gsxr1000.

 

Just view the image on your computer monitor because that is also progressive. It may also help if you convert to a high res Quicktime or WMV as if you were encoding for the web,this should also be progressive or at least have the ability to convert it to progressive. If lower field gives you blurry results then try upper field. If that don't work see if your edit software has the ability to convert 60i (dv video) to 24p, that will drop one field per frame (start a new project with just that clip so it doesn't convert all of your footage to 24p and convert all of your timecode)

If all else fails I have hardware that will blow up DV to 1080 HD, that will get the plate #.
