Yes, with a very fine sand paper, i can't remember what grit i used, but i know it was the finest i could find (i got it at a automotive paint store)
just sand it very lightly just enought to make it smooth and flat before you lay on the clear, also make sure you clean the surface with alcohol and a tac coth to get any and all dirt and oil (from your hands touching the surface) off, do this before you spray the paint AND before you clear it

If you do it right you wont need to wetsand (wetsanding is for orangepeal fisheye runs..etc) as for the rims clean em up real good w/ palmolive dish soap and a green scotchbrite pad to ruff em up,I used rustoleum primer before i sprayed the color on... But to each his own If you use enough spray paint you get good w/ it and you can make that **** look like you took it to a pro.:YEAH

Well the paint reaction, if you use the same kind (acrylic, enamel, etc) It shouldnt boil up. But the problem with acrylic or tempra based paints (not just spray) is that they don't fully harden like an enamel. Thats what makes them glossier. Use wet sand before you paint of course, and to help with the texture use wet sand after each layer. Kane was right though that flat black from walmart, i can do wounders with. The rusolum clear coat is amazing, cause its an enamel clear coat. If whatever your painting is metal or strong enough, put it through the stove at 400-500 degrees for about 20 mintues (KEEP AN EYE ON IT) and no matter what type of paint you use, itll harden the **** out of it, and make it closer to a powdercoat than a spray can job as far as scratches and durability... thats been what i have learned in my days of the rattlers.
And for the record, if that green bikes tank was all rattlecanned, that is amazing. I rock with rattle cans, but that... that was amazing..

It's just a part from work that was handmade out of plastic so it has LOTS of prep work that needs to be done.

its all about krylon and duplicolor clear. Believe me I know. My **** came out so good people were asking where I got it painted
Its all about the prep though. Make sure the surface is sanded and clean otherwise you might as well not even do it. Lay it on smooth. Dont just go off with the can. Once you go over it dont go back over it until the next coat. Thats the secret. And never use walmart ****. It sucks.

nags the duplicolor suv is the best spray paint ever and it sticks to any thing just dont spray it if its cool and humid because it will come out cloudy i have found that if i put the part im spraying in the sun for a few minutes then the paint will lay down nice some times so nice you don't need clear

Its all about that prep work.. Wet sand like a mother ****** tell its smooth as can be. My tail on my f4i was spray painted black when I bought the bike, and had the fiberglass weave showing through.. I had to wet sand from 100 gritt up to 600 to get it looking good
I used krylon flat black on my f4i, with 2 thin coats of rustoleum metallic blue, then like 6 thin coats of clear
I love the spray paint... Just gonna change it up in another month or so when my bike is hot as a box of rocks
