a ballon can definitely create a static charge. just ABOUT anything can become statically charged. i work in a chemical plant and we have to use flow restrictors in a lot of the transfer lines to lessen the potential for static

growing up my older bro and me took two liter bottles and filled them with actylene and oxygen... put them on the end of a propane torch (added a bit of propane too of course) and lit the self sparking torch... they shot up like bottle rockets. untill the time we put in too much oxygen and actylene.... it went up a foot and exploded( it sounded like a cannon) and next thing you know our ears are ringing and its snowing, but its july...it was little plastic bits of the bottle... the biggest piece of the bottle was 1/2" by 1/2" good times...

2 years ago we lit off an oatmeal can full of acetalyne with a bare wire and a little spark, I'd never light that ish with a 12scrape.
