Do it on the inlet end. Drill the rivets out(carefully). Take it apart and cut the amount off you want with a hacksaw, use some masking tape or something to give you a straight line to go by. clean up the rough edges with a fine file and rivet it back together. If it has the tube that runs through it chop it down too. Put all the packing and the tube back in or it will be obnoxious.

just any drill bit that will fit the inside of the rivot or do i need a bit that u would use for a stripped screw... 3 inches, i hope, will pick-up a few decibles

You want a drill bit that is bigger than the hole so it removes the whole head of it. Drill the head off and use a punch and knock the rest through.
That would be pretty crazy! But, knowing how the SF and Shockers have St. Louis feeling I'm not sure it would be a good idea. They are doing another ride of the century again this year, it should be even more off the hook.
